HP 600 Ink smears while printing

When printing text the printer seems to almost underline every other line,and smears. I tried cleaning and a new cartrige didn't help.Could this be a software problem?

First use another brand of paper.  Go to Walmart and get some cheap ink jet paper.  Second check the paper path for an of the tape that they use to seal an ink jet cartrige.  Third see if they have any alinment program for that ink jet.  If the head is off strange things will happen.  Fourth you may have a bad printer or cartrige.  Take the printer back if you can or just the ink cartrige and try it in a pringer at the store.  Good Luck!
