Use the manuals supplied with the database. They will describe the programmable interface (OCI) as well as the ESQL interface.  The latter will also require the Pro*C compiler supplied by ORACLE.

The OCI interface is easier and more efficient if you are a C programmer at heart, while the ESQL route is for those who can just about get by in C but are happiest using SQL.

Then again you could use an ODBC interface.
