Urgent VCD files (dat) to MPEG files

Greetings of peace and happiness ...
I am quite new to movie editing and converting.
Is there any way for converting vcd files (.dat) to mpeg files. how can we cut and store
portions of vcd files to the hard disk.

umm excuse me for not knowing exactly, but can't you just rename that .dat file to .mpg and play it? .dat files aren't encoded in any special way but just renamed as far as i know to make a vcd.
