1- Do a "mv netscape-tar netscape.tar"
2- Do "tar xvf netscape.tar"
3- Read the "README" file.

It depends on where did you install it ?? In /usr/local/netscape ? as sugested ?? just type /usr/local/netscape/netscape to run it.

I'm not familiar to Linux and which desktop windows you are using. But usually by clicking on the left, or middle mouse buton will bring you a menu, if there is an option create or something start from there. My last Linux box was 5 years ago.
