98 Upgrade made it slow

The problem is that it's slower now.
Compaq deskpro466 new cpu-AMD133mhz., 40mb ram, 33.6modm.
before the Upgrade, it already had IE 4.01 (and was slow enough) now IE is really slow.
It asked somthing like,"convert drive from FAT16 to FAT32?"
so I did.
HD is Quantem 2.5gig, when the guy installed it, he said it HAD to be split into drive C (1.96gig) & drive D (440mg).
Now that C is FAT32, it says D is too small to convert.
Looking at D properties it just says "FAT",
(is this why it's slow?) there is a new tab there
"compression" D could be double size, or create a new drive F,
Should I compress??? will D still work if it's compressed?
Can I get rid of D, and make it all go to C?

Also, right clicking on start button, "explore" & "Open" are not an option now, just "explore from here"
due to win95 TweakUI???   Where's the Tweak for 98?

can I un-convert C and gain performance?

Do I need to un install tweak 95 before I install 98?

I see alot of other stuff in the "reskit",
anything else in there usefull?

It really depends on your budget.  It you're currently using AMD133, there's really not much room to upgrade because of motherboard restriction.  For Win98 to operate at acceptable/good speed, I think Pentium 200MMX or K6 200 and above would be good, as for ram 64Mb is a good size.  But then, you would have to change your motherboard as well, since your board would not support these CPUs.

Hard drive issue:  No, you can't un-convert once it's in FAT32 unless you use Partition Magic kind of softwares.  Any FAT32 actually is a good way to go if you've a drive larger than 2.1Gb, you can have the drive in one piece.  The performance difference between FAT16 and FAT32 is hardly noticable.  What would really slow down your HDD is compression, (in layman term, it's like the file is zipped to save space, therefore, each time you request the file, window will have to first unzip before give you the file content.)

If you have any older verison of TweakUI then go ahead an uninstall it before you install the TweakUI that comes with the CD, it's the latest version.

I don't think there's anything else that would be helpful for end user under 'reskit' besides TweakUI, here's the list of files:

are they on the internet some where?
Both are commerical softwares, you can get in from lots of computer stores.  Or do a sreach for 'partition magic crack'.....
