"Where can I find the API's Description, the input, the output, what they are doing ?"

For the declarations, input output, use the VB API Viewer.

For the description, sample...
You can use the Win32Api.hlp file. Otherwise, use the MSDN of Microsoft (or the web MSDN : www.microsoft.com/msdn).

One other solution is using the help file from VC++
