bandwith limiter for Microsoft Proxy 2.0

we got a LAN with access to I-Net thrue MSProxy2.0
is there a program to limit bandwith for users.

As far as I know, there are no bandwith limiters like this.  This would need a tight integration between the Proxy server and the harware connecting you to the internet.  There, you can limit specific access types, but not the amount at user-level.  Even the routers around cannot limit bandwidth based on user information.

i know some nice program GetRight. it can limit itself at any speed. then it's possible to make same program for limit bandwith for users.
