Trying to have 28 G3's send info back to one G3 using file sharing of the one's hard drive.  I can get 11 connected before this message appears, "This file server will not allow any additional users to log on.  Try again later."  Using an ethernet network with each computer having its own IP address and network name but all belonging to the same group.

The OS can only support so many users at a time. To do what you want you need to purchase Appleshare IP 6 with a 30+ user license. Its a limitation of the OS...nothing your doing wrong.
