The language is not free, but I believe that Visual Basic combined with Microsoft Access is the best way to develop a system that accesses a database across a wide area network, but does not require Web Access to do the updates, and if you requrire a system that uses a Browser to access it (either on the Internet or an Intranet), I would suggest that you use Visual InterDev.  All products are from Microsoft.

Is there a sample E.I.S software source code that will be available in the Internet for free ?

EIS is a very broad subject covering many different things that Executives might need to see.  Many of the languages contain code snippets on their CDs showing how to do particular things, the Microsoft TechNet CD has many on it, and at least some of them may be available in their online KnowledgeBase (which is one of the big things TechNet CD contains).

I suspect that if you ask a more narrow question, either here or on one of the UseNet News Groups, like how do I extract a particular report from a particular database, you may get some code snippets as well, but you need to narrow your request down considerably.
