i have a 56k sportster winmodem and when i connect the max speed it goes is 36.6 but latly its been going 28.8 what can i do to fix this problem....???

Check your phone lines for corrosion ie at dmark where th lins enter your dwelling. any noise on lines have phone company come out and fix problem.

it does sound like noisy lines.  to get the phone company to do anything you have to first request a "line sweep for data/fax quality".  this is something they will do free of charge.  good luck
