As you are aware a PlugIn can work with IE or Netscape.

Try these sites
1. http://developer.netscape.com/
Netscape's developer info begins here

2. http://www.mozilla.org
Not directly useful for your project, but go here to get Netscape source.  This may be useful as background if you want to know how Netscape works.

3. http://www.stingsoft.com
A commercial toolkit (Objective Plugin) is available from these folks which can help you create a plug-in for NS/IE more quickly.  Costs a few $, but royalty free.  There other products are very good, but I can't vouch for Objective Plugin as I haven't tried it.  Objective Plugin works with MFC (Microsoft Foundation Classes which come with Visual C++)
