At my company we have seen problems with Notes 4.5.2 when the OS was upgraded from 95 to 98, but not on fresh installs.  I have run both 4.5.2 and 4.6.2 on 98 where Notes was installed after the OS was upgraded with no problems.

I do install 4.5a as client in Win98 since fr.June of this year. The only complains fr the users are the QNC debuggers keeps on poping up while doing some other work. It can be solve by typing in e.g. c:\notes\qnc -u >enter to uninstall it. This really helps a lot.
