I want to have a flat menubar in a dialog like the one in IE4. How can I do that?

I need a menu which works in a dialog, not in Doc-View, and I want it to work at both cases of IE3/4 or natscape on the computer.

I see that it works with doc-view architecture. I need it in a dialog.
