You can get a copy of the i.263 codec from

http://members.aol.com/SlavTrainr/STsPage.html

Unfortunately, it's not a 16 bit codec and won't work on Win3.1.  I don't know of any
i.263 codecs for Win3.1.

From the FAQ (http://www.experts-exchange.com/info/faq.htm) about points:

How does the point system work?

Experts Exchange is a knowledge community.  Points, or knowledge credits are used to access the knowledge
available.

When you register at Experts Exchange, you receive 200 free points plus 5 more free points every day after. You do not
pay anything unless you need more points. These free points should be enough to ask two or three questions each month.
You can also use your points to view previously asked questions (PAQ) which are available for 10% of their original value.

It is up to you to assign points to the question based on its difficulty. As a guide, a basic question is worth 50 points, an
intermediate question 100 points, and an advanced question 200 points. The more points assigned to a question, the more
likely it will be answered.

When you accept an expert's answer, the question points you offered are deducted from your account. The expert's
score is then increased by the number of points you offered for the question multiplied by the grade you assigned to the
answer.

These expert points are not exchangeable back to question points.  Although this may seem unfair, we were forced into
this position by our income tax authority (IRS).  If the expert points were exchangeable, they could be taxed as barter
income.  By making them not exchangeable we avoid this problem.  If an expert needs more question points, we suggest
they contact us and we will work out a fair solution.
