Enhancing the Win98 / IE4 taskbar

Not to be confused with creating a standard taskbar, how does someone create a shell add-on similar to the QuickLaunch or URL address selector extension to the Win98 / IE4 taskbar.  Yahoo NewsTicker does this quite well.

It is called Desk Bands. Look into the latest Platform SDK or Internet Client SDK (It has been integrated into the Platform SDK). There is documentation (http://msdn.microsoft.com/developer/sdk/inetsdk/help/itt/Shell/Bands.htm#ch_shell_bands) and a sample.

The answer is correct and leads me to the site where it is documented in the platform SDK....  but the code snippet on MSDN is barely what I would call a sample.  Is there an actuall working piece of sample code available?
