practicing CGI

Hi there,
I wanna learn CGI and PERL...but i dont know how I can use CGI cause i heard that you requires a webserver or something like this for running CGI scripts....

I have window's 95 and frontpage '98 installed in my system...so can u give me the idea how can i learn and practice on my PC without the real private domain...or where can I get the utilities...i dont know anything about this CGI stuff...so please help me and tell me what are the steps...?
what programs I need to practice on CGI ?
or is it free to download or where can I get ?
I will aprreciate your help..

YOu just need to get PERL for windows... Just search the internet for "PERL Windows" and it will giveyou a list of sites you can DL it free...

You also need to install Microsoft's Personal Web server which is free from Microsoft... http://www.microsoft.com/iis/.

A limited version comes with Front page....
