1. Go to http://msdn.microsoft.com/developer and register so that you can access the MSDN Library Online.
2. I don't think you can put a question to Microsoft Web site. But there are newsgroups from Microsoft. The news server is news.microsoft.com. Also you can access the KB articles at http://support.microsoft.com/support.
