why is it illegal to download roms from the internet if you don't have the cartridges?  I mean, it's like placing a cookie in front of a kid and telling him he can't eat it.  It's too tempting!

The problem is that some of the roms are distributed again on compilations like 'Midway Arcade Classics' or the Activision 2600 pack or on the various Microsoft Arcade samplers, they  own the copyright for these games and try to sell them, if anybody downloaded the rom illegally, they wouldn't sell some units.
