Whats your demands for a web server and what platforms.  How much do you want to pay for it etc.

the cheapest is CERN, however you need to have UNIX or LINEX server.
If you are using NT, IIS is not bad. Easy config.

If i'm using omniHTTPD...can i create a web server?

omnihttpd IS a web server.  when it is running you should see a globe in the system tray of the task bar.  double-click that globe and you can see and set the parameters for your web site.  another freeware web server you might try is xitami (do an internet search for it).  i used xitami for several years as a server for the department at my college until i had to migrate to wNT and iis4.  of all the freeware http servers i tried, xitami was the best.
