does anybody knows how to hire tax collectors ?

When you click on the city information and get that row of people at the top, after there are 10 (i think) you can click on the last ones and change them to taxman (for money), scientists (for invention) or entertainers (for happier people).

Actually, what you do is click on a square that is being utilized in the area around the city (i.e. they are farming or mining it).  Then the people will stop working on that square and will become an entertainer.  Then you click the entertainer in the list of people, and then presto, you have a tax collector.  Same thing applies to scientist except you click the entertainer two times.
