Inbox Assistant on Outlook 97 isn't there

I installed Outlook 97 because I needed something better than just Outlook Express, but the Inbox Assistant is not available for some reason.  The selection on the "Tools" menu is greyed out, as if it were unavailable.  I've looked through the add-ins, installed both the SR-1 and SR-2 patches, nothing helps.  Any ideas?

I'm sorry, but when you want to use the inbox assistant, you need to install the Exchange Client (and you need an NT server!)
otherwise it's not possible!
