HTML Linking Question

I 'm new to HTML Code.   I'm using Friont Page98 .  I want to link a hover button to a heading on the same page.  Can this be done and how?

I am not familiar with MS Front Page, but I know that if you put this code, <target="#whatever">, where you want the button to take you on the page, then make the link like this, <a href="#whatever">, and it should work the way ya want.
