In psp the "Layer pallet" toolbar has disappeared, I have gone to view > toolbars and cheched and unchecked the "layer pallet" checkbox, but it did nothing. does anyone know how I can get my layer pallet back?

Delete the .ini file that holds the preferences. Most likely called prefs.ini or psp40.ini, something like that.  It will be re-created the next time you run Paint Shop.  The program will then be using the programs defaults just like the first time you installed it.

If that doesn't work, uninstall with Add/Remove programs in the control pannel and re-install.
