In my opinion there are only 3 scenarios to prefer OWA over Outlook/Exchange Client:
1. Your computer hasn't enough power to run Outlook, but sufficient to run the browser (especially, if you are running Win 3.x)
2. You have an environment, in which all (or at least most) tasks are performed with a browser
3. (and that's the most important)You want to connect to Exchange Server from the Internet and need more than just SMTP and POP3.
OWA has not the full functionality of Exchange/Outlook and so in any other scenario I'd prefer Outlook (it doesn't mind, which version)
