One thing i do is i create a table wich is call number with only one field wich is call number.  When a user create a new record then it look in this table for the last use number increment it by one and then create the new record with this number immediatly and save the new number in the table number wich action are very fast.

I have a program wich is used by about 15 users and never had any duplicate number whit this technique.

For the update i use an sql statement wich retrieve all information for one record at the time and display it on the screen.  At the same time every value is store in variable or array as you wish.  When the user save or update the data every value is verify with the actual value in the database if there's a difference between the actual database value and the value in the variable then i advise the user that somebody already change some value in this record, if not then i make the update.

hope this will help you, if you need more infos just send me an email
