All that is needed for the Escrow agent to work is the phrase "Escrow Agent" in the user name field of a person document.  If you want the id's mailed to a group of people then create a group called Escrow agent.

The id's are encrypted when sent so only the person with the encryption key can access the id's.

Open up the person document for the escrow agent and make sure that the user name contains "Escrow Agent".  Also the escrow agent will not work if you register people while sitting directly on the server.  You need to register people from the administration workstation in order for the mail agent to work.
