Open a Window from Visual Basic

How can I open a window from Visual Basic, using some API function?. I know it's posible if you know the window's name.

Use AppActivate, if you know the window name

AppActivate "Microsoft Word"

By the way, AppActivate isn't an API, it's a VB command.
