median cut filters

Hello,
can somebody tell me what effect the median cut filter has. It is part of Paintshop Pro. You can find it in the menu IMAGE/NOISE.

The median cut filter is used for removal of the impulsive noice from the image.
This filter can be described easy mathematically but it is better for you to go:

If you apply noise to an image, then run the median cut filter over that, it basically blurs the noise, so instead of millions of tiny specks, you get millions of biggish blurred specks. Not useful for very much, but a cute effect for getting a stained glass or paper feel to something.
