Outlook98 E-forms

After accessing a e-form in outlook98 the form is written to  c:\winnt\forms. If the form is changed by an admin and a user trys to access the form again outlook will not display the form. If you remove the old version from the local drive  the new version can be displayed but not all the time. How can I prevent this from happening without having to remove the old versions of the form from the local machines? (3000+users 2000+workstations)

We are using exchange Server and the forms are published differently so I would have to go through each form to find out and there are many.

The forms were published as Organizational in Public and Personal folders. This is what was causing the conflict. Thanks for your help.
