Yes if you create your ActiveX control

The ActiveX can call any Windows APIs

The user does not have to "accept" your ActiveX - because for all they know - you might be "hacking" their system

Do you need help instructions on the HTML or how to write the ActiveX - or do you just want to know if it's possible.

Do you have CGI, ASP or ISAPI access ?  If yes, this is a better way to do it.

If not, you can still do it. - if you have FTP access to write to the server (you probably do to upload your pages).  Use the WinInet functions to open an FTP session to the server & your account, then upload the file.
