How do I build a new stream module?
Once I have one, I can link it to the existing streams but how do I build it in the first place?
Can somebody give me pointers to streams programming guide over the web?

You did not specify your development platform, so I assume you are not asking for specific hardware/OS. Take a look at docs.sun.com, under development tools. There is a STREAMS programming guide.

At least for start should be OK. Look at the DLPI guide there, for more low level examples.
