Script to open telnet

I've received a script from Microsoft that can open up a telnet session, it goes as follow:

<head>
<title>Telnet Script</title>
</head>
<http><body>
<script>
<!---
parent.location.href="telnet://host.com"
-->
</script>
</body></html>

The host is the server that I am trying to open up a telnet with.  I was wondering if this is a Javascript?  If not, can I do something like this with Javascript instead?  I need to do this with Javascript because I need to send the Javascript a variable from my Java application.

Yes,it's JavaScript, I just corrected missed // in above
cloacking code.
It will works in case of browser have Telnet helpers
registered in preferences
(I checked it with NN4 and MIE4 and it works fine :)
