Mouse Pop-Ups

Like on the task bar in Windows95.  You move the mouse
 from one program to the next and little boxes Pop Up to
show you more details about the program.  Can I put
that kind of functionality on a web page so that when
I move my mouse over links on the page pop-up boxes
show more detail about whatever link the mouse is
currently hovering over?

Using IE4/NS4 add:

title="a whole load of text"

in the <a> tag. This will give you a classic tooltip.
