I need an application that will convert an MPEG file
    to a AVI file

go get the file:
ftp://ftp.asymetrix.com/pub/pcutilities/vfd.zip
this is a DOS command line program that will convert an MPEG to uncompressed AVI.

One of the vfd.zip applications, DMPEG.EXE, can only handle files until 352x288.

You can download the Xing Encoder. It is shareware and expires after 30 days, but it should help you out and give you an idea if you want to purchase it.

The alternative solutions point to MPEG encoders, not decoders. I need to decode a MPEG file into AVI or other similar non interframe format.

Meawhile I found out but nor try a decoder in http://www.mainconcept.com/

They have among other things a MPEG CODEC (coder/decoder).

Soundapp seems to work only in Macs or 68xxx series processors.

I already tested Mainconcept and it seems to work fine.

Try Adobe Premier, http://www.adobe.com/prodindex/premiere/main.html, this program can convert just about any format, to any other format.

I am a Premiere user, I use ver 4.2 because I have special hardware that needs a Premiere version able to handle dual stream video. Premiere 5.0, as it exists for the moment, only supports single stream. Dual stream version will arrive soom.

I don't know if v 5 converts mpegs, maybe it does. Version 4.2 does not.
