I would like to be able to embed a toolbar into my CEditView, which will be one pane in a splitter window.  Whenever I create the toolbar now, it only belongs to the main frame window.

Can this be done??

i am sorry to say "no".
if the toolbar window is a child of frame window,it will display on the frame window.
that is to say one child window will display on its parent window.
if the window is not a child but a popup, it can be placed anywhere.

but you can try this way.
create the toolbar window as the child of view,
when your view receive the notify of the toolbar, your view send it to the frame window.
