Usually the first step is starting a new project and building a UI.

There are some very helpful books out there that are easy to read and very helpful.  If you are just starting to program then I would pickup VB 5 for Dummies.  It will walk you through all the basics.

What kind of App are you writing?  The application wizard will build a nice shell of an entire application for you.
