I finished it, but, is it other better way than I need to convert two times (JPEG to BMP to JPEG) ?

Can I resize a JPEG directly ?

You need to decompress it before you can resize it, and then you recompress it.  Therefore you need to convert JPEG->Raw data->JPEG.

You propably got the functions in the DrawDIB APIs. Go ahead and copy the implementation from this question of mine, and read about it at the MSDN or simply the Win32.hlp.
