How can I create a separate web inside a root web in FrontPage 98?

In FrontPage Explorer,
select File | New | Frontpage Web... . This will open a dialogue box asking the Kind of WEB and the Name and Location of the WEB.  You can specify Location of the WEB by clicking 'Change.. ' button at the bottom. This is where you can specify the root directory of web server you want to make a new web in it.

I am creating sub-webs and am am having trouble getting the shared borders from the root web on to the sub webs , any suggestions?
