Domain name and ISP

Dear experts
I know this not the perfect location to post this question,but this is the closest to the subject.

 I have reserved a domain name from InterNic three
month ago.I have done so through a ISP called
get-a-name.com ,who is not responding to any of my mails.

 I need to know what are the steps to link the name
to an ISP server.I already have a web site on a local
ISP server  in lebanon ,but i want to use the new final
name.

 I also would like to know what is the fastest and most
reliable ISP server in the world to link my doamain name and upload my page to?

What is good in USA may not be good in Lebanon but you can look at

When you got your name it was linked to a server (probably at get-a-name. Your local ISP should be able to change it.
