Netscape and MS Internet Explorer Frames

No matter what I do I cannot get Netscape and MS internet Explorer to line up "Dead On" when I use frames. Netscape always seems to be about 8-10 pixels off center for some reason.
Can you help me?

include javascript, or ASP if you have access, to send different code for the differing browser.  Check the browser then redirect to the correct page (or write the HTML)
