I want to know if there is a way to include a file as a resource into a executable at run-time, but not when that executable is running. I also want to know how that executable can access that resource at run-time.

Look at the UpdateResource API.

Unfortunately this is NT only, but it does what you are looking for.

An executable would access that resource just like any other resource.

Perhaps you could also look at including the resource in a DLL that is supplied separately...
