Here's a tip: more than one year ago there were some articles in 'The Delphi Magazine' about this topic, maybe you can find some useful information in that article (Issue 25, September 1997).

It's very, very easy:

procedure TMainForm.FormCreate(Sender: TObject);
var
  Region : hrgn;
begin
  Region := CreateEllipticRgn(0, 0, ClientWidth, ClientHeight);
  SetWindowRgn(Handle, Region, True);
end;
