Am I just missing something or has MS Exchange and MS Fax disappeared from Win 98? If so, what are the replacements or do I now need a third-party faxing program like WinFax Pro?

Do you use a Printer? WIN98 has MS FAX as an addon in their webpage. they discontinued it in this version. You can download the MS FAX from their webpage or check to see if the MODEM's CD has a FAX program. Usually when you get a FAX MODEM they bundled it with a program such as BITWARE which is good for that.
You can always buy  WINFAX 9 which is the best FAX software you will ever want to have. Other thing, If you have printer as Default; when you install the FAX program you have to put it as the DEFAULT for faxing purposes. Then, you swith it back to the Printer. this process can be done through START, Settings, Printer. In printer panel is where you will change the default.
now all this will be as long as you have a printer and the fax software installed. Good luck
