I'm sorry for my badly stated question, but I'm going to e-mail the .exe file. So how can I include the .dll file and register it at the remote computer?

Zip them in one zip file and write instructions.

or use setup programs (comes with any VB)

or use installshild

in short any file that you want to email need to be a exe or zip.
