I want to make a Chat which has the following general
functionality.

Some static Rooms which are allways present.
When the user logs in for the first time He shall be
able to see a list with all the rooms. When he clicks
on a room he shall se a list of all the users in that room.

If the user doubleclicks a room....a window containing
this room, with a public chatting area and a list of the
current users shall be visible.
If the user doubleclics on a user a private chatting window
chall be created on both users PC.

I addition to the static rooms (defined by the administrator) the users shall be able to create rooms
dynamically. The same functionality which exist in the
static rooms shall apply for the dynamically created rooms.

Nice functionality to have:
A user shall be able to be in different rooms at the same
time (one window for each room) and several different
private chats at the same time.

Is there any AxtiveX control Or Java..something.. control
that I can use as a basis to create such a Chatting-place.
I'm familiar with the use of HTML, ASP, ASP with databases and VBscript/JavaScript. I use W95/NT with PersonalWebServer
, IIS, MS Access97, FrontPage98, SQLserver7.0 etc.

Download the chat2.0 sdk from Microsoft.com.  It is for any IRC chat server.  It comes with examples and a client already built you can use that utilizes a lot of the above functionality.  You can also build your own look and feel if you know Java..or you can use the interface as is (which is pretty good by the way).  

A good server to use is the Microsoft chat server that is bundled with exchange.  It is not an exchange service, it is an IIS service that installs on IIS so I don;t know why it sells with exchange..it just does.  This server allows the configuration of most everything you want.. user generated rooms, static always running rooms, etc..
