File not reading

I have one file(image file), and i view it(in norton) - in the beginning is my image signature "IMG98", and when i'm trying to open it, it fails saying there's no such signature, i did debug; it's really not read to test string.
Please, help me.

maybe your file is read-only, and IO checking is disabled - then file will not be readed, but no error would be raised
