In other words, can you define a Microsoft Mail account in Outlook Express ?

Thanks

No you can't, Unless your Microsoft Mail setup has a Pop3 (internet mail) gateway on it.
Outlook express is only an Internet Mail client. It does not support any proprietary mail protocols.
Outlook 97/98 however does support microsoft Mail.  Get a copy of the full Outlook if you must connect to Microsoft Mail
