Actually there is sample source showing how CGI works on windows environment (NT) written in vb. If you are familiar with windows programming, it should be a piece of cake for you to learn.
Search on internet (via yahoo), find stuff called vb4cgi.exe. Download it and you can learn from that source, and if you want you can translate it into other language you're familiar with.
This sample is intended to run on NT !

If I may suggest, please think about Active Server Pages (ASP) instead of CGI. It offers more interesting features to explore.
You must have NT 4.0 with IIS component installed in order to run ASP.

vb is absolutely not the good CGI language. Perl is your choice on Unix, and C/C++ on any other platform. I can probably direct you to some sites teaching you the basics.
