hot to make a bootable  iomega zip (100mb)

I have my HD tha is badly fragmented and the only way to properly fix   it (with norton 4.0 on system 8.5) is if I boot it  from a CD or zip...What are  the minimun files required to boot the system? I've already installed  on a zip what the installer cd calls  "the minimum system 7.5.3 " but it  won't boot... Please help, Norton cannot fix otherwise the startup disk! Thanks so much  Alfonso.

1.Drag a copy of your system folder over to the Zip disk
2. If your zip drive is the only external device. Make sure is is terminated.
3. Either select Apple>Control Panels>Startup disk and select the inserted zip disk. After you restart make sure you insert the zip, before the happy face appears.

4. Or, Insert the zip, Select Special>restart
5. Press and hold. option+apple+shift and Delete. This will force your computer to look for an external drive and start up from the zip.
