Rotating Banner Ads

Ok. I have been searching for some given time now, for a rotating banner script, one that would be just running off of cgi, or ssi. The type I am looking for, is one that does not require meta refresh, in a perl script sense... given an amount of time, the ad reloads, with a new image and url link. If you can help me with this, such as direct me to a page in which has the according, or can tell me how to do it [I don't program cgi yet...] it would be greatly appreciated.
